Abstract: | إن نظام اللامركزية الإدارية احد خصائص النظام السياسي في جميع دول العالم واحد وسائله في تحقيق التنمية الاقتصادية والاجتماعية نظرا لدوره الهام في توفير الخدمات وتحقيق اكبر قدر من الديمقراطية الإدارية.
كما إن اللامركزية الإدارية ومبادئها لا معنى لها دون وجود تأطير وتأسيس دستوري، فالجزائر ومن خلال قانون البلدية 11/10، والولاية 12/07 حاولت أن تؤسس ضمانات لتكريس الديمقراطية المحلية ومنح استقلال وممارسة واسعة في المجال السياسي أو القانوني أو القضائي، كل هذا لدفع تلك الأقاليم نحو التنمية المحلية في شتى المجالات.
فلابد من العمل أكثر لنجعل من الإدارة المحلية في الجزائر قادرة على تطبيق وتجسيد لامركزية حقيقة. The system of administrative decentralization is one of the characteristics of the political system in all countries of the world and one of its means in achieving economic and social development due to its important role in providing services and achieving the greatest degree of administrative democracy. The administrative decentralization and its principles are meaningless without the existence of constitutional framing. Algeria and through the municipal law 11/10 and state 12/07 have tried to establish guarantees for the establishment of local democracy and the granting of independence and practice in the political, legal or judicial spheres. Regions to local development in various fields. |
