تطور لامركزية الإدارية في الجزائر وأثرها على التنمية المحلية

Abstract

إن نظام اللامركزية الإدارية احد خصائص النظام السياسي في جميع دول العالم واحد وسائله في تحقيق التنمية الاقتصادية والاجتماعية نظرا لدوره الهام في توفير الخدمات وتحقيق اكبر قدر من الديمقراطية الإدارية. كما إن اللامركزية الإدارية ومبادئها لا معنى لها دون وجود تأطير وتأسيس دستوري، فالجزائر ومن خلال قانون البلدية 11/10، والولاية 12/07 حاولت أن تؤسس ضمانات لتكريس الديمقراطية المحلية ومنح استقلال وممارسة واسعة في المجال السياسي أو القانوني أو القضائي، كل هذا لدفع تلك الأقاليم نحو التنمية المحلية في شتى المجالات. فلابد من العمل أكثر لنجعل من الإدارة المحلية في الجزائر قادرة على تطبيق وتجسيد لامركزية حقيقة.
