Abstract

بما أن الجماعات المحلية تتمتع بالشخصية المعنوية والذمة المالية المستقلة، وعليها التزام يتمثل في تأمين متطلبات الخدمات الضرورية للمواطنين وتقريبهم من الإدارة لتلبية متطلباتهم وإشباع حاجياتهم ، فلا بد أن يكون جانبها المالي كافي وقادر على تأمين المتطلبات، والجزائر على غرار بقية الدول تبنت هذا النظام ويتبين ذلك من خلال نظام البلدية، مانحة لهما استقلال إداري واستقلال مالي مرتبط بشكل أساسي بمواردها المالية والخارجية التي تحتاجها لتغطية الوظائف المتعددة المنوطة بها من أجل النهوض بالمجال الاجتماعي والاقتصادي والثقافي. ونظرا للأهمية التي يحتلها الجانب المالي في تجسيد اللامركزية، فقد أردنا تخصيص موضوع الدراسة لبيان مدى استطاع هذا البعد أن يؤثر في رسم أو تحديد المعالم الحقيقية لمفهوم الاستقلالية المحلية، وتحديد النقاط الأساسية التي تتبع فيها المالية المحلية للسلطات المركزية وكيفية تجسيده عمليا من خلال مصادر تمويل الميزانية المحلية وآلية إعدادها وتفعيلها
