مشاركة الأحزاب السياسية في المجالس المنتخبة في الجزائر

Abstract

تعتبر الاحزاب السياسية الالية المثلى للمشاركة في المجالس المنتخبة فالى جانب الوظائف العامة التي تقوم بها ، فان الوظيفة السياسية تعتبر الاهم خاصة على المستوى المحلى من خلال منتخبيها الذين يقومون بدور فعال ومهم تجاه التنمية المحلية ،ويمكن للاحزاب السياسية ان تقوم بادوار مهمة في اطار الديمق ارطية التشاركية شريطة ان تكون قائمة بذاتها وجاءت لتعزيز دور الاح ازب في التنمية من خلال توسيع المشاركة السياسية في المجالس المنتخبة, فبالنسبة للمجالس المنتخبة على المستوى الوطني فلقد استطاع النمط المعتمد من تحقيق رغبة النظام السياسي في تحقيق الاستقرار السياسي ومشاركة الاحزاب السياسية ، الا انه ادى الى ضعف الاداء التشريعي والرقابي .اما على مستوى المجالس المحلية ،فقد افرز النمط الانتخابي مجالس تتميز بعدم الاستقرار والانسداد وضعف التمثيل ، مما ادى الى عجز المجالس عن القيام بدورها التنموي ، وهذا ما يتطلب اعادة النظر في النظام القانوني الانتخابي لضمان ن ازهة وشفافية العملية الانتخابية وتجسيد الديمقراطية التشاركية

The political parties are considered as the best mechanism to participate in elected assemblies, along with public çervice which are carried out by. The political office plays an important part especially at the local level through their electors who are proforming both essential and effective role trend to local developement. In adition,the political parties would be capable to play major tasks in participatory democracy provide that they were based to stand on its own,and they became to enhance the role of these parties in developement across expanding political participation in elected parties, as for elected assemblies at the national level the adopted patterm could achieve the desire of the political system and relize the political stability and the participation of political parties,but it led to weak the performance of legislative and regulatory,either at the local concil election patterns have already sorting election councils which are charcterized by instability,blockage and poorly funded as a result of deficit of councils the councils perform their it would require a policy change in electoral legal system to ensure the integrity and transparency of election process and reffect the participatory democracy.
