Abstract

Les transactions publiques sont liées à l'intérêt public ainsi qu'à l'argent public. La conclusion de la transaction publique se déroule en plusieurs étapes, de la phase préparatoire à la conclusion de la transaction, en passant par la ratification et l'exécution. Depuis l'importance des transactions réside clairement en raison de leur relation étroite avec le trésor public, des transactions publiques ont coûté au trésor public la diversité des organes administratifs, d’une part, en tant qu’État, ainsi que des institutions administratives et en raison de la diversité des transactions, tels que les travaux publics, les transactions de services, etc. Cette étude est intitulée Dispositions procédurales relatives aux transactions publiques. Législation algérienne traitant de la question des transactions publiques sous tous ses aspects, en particulier des procédures suivies au stade de la conclusion, phase difficile et dangereuse du sujet des transactions publiques, de sorte que la majorité des infractions aux principes des transactions publiques sont commises à ce stade. Aux deux chapitres, où le chapitre d'introduction sous le titre Règles générales des transactions publiques, la première section intitulée Système juridique des transactions publiques et la deuxième section intitulée Mise en œuvre des transactions publiques.
